APAA Taiwan Group

亞洲專利代理人協會（Asian Patent Attorneys Association, 以下簡稱APAA）成立於一九六九年，由日本、韓國及台灣專利代理人所共同發起創立之非官方組織。一九七一年亞洲專利代理人協會台灣總會(簡稱為APAA Taiwan Group)正式成立，迄今已有五十年，目前是APAA組織中二十一個認許團體(Recognized Group)之一。二十一個認許團體為澳洲、孟加拉、柬埔寨、香港、印度、印尼、日本、韓國、寮國、澳門、馬來西亞、緬甸、尼泊爾、紐西蘭、巴基斯坦、菲律賓、新加坡、錫里蘭卡、台灣、泰國、越南。

到西元2018年，APAA的個人會員人數已超過2,500人，係來自下列亞洲的二十四個地區/認許團體：澳洲、孟加拉、不丹、汶萊、柬埔寨、香港、印度、印尼、日本、韓國、寮國、澳門、馬來西亞、蒙古、緬甸、尼泊爾、紐西蘭、巴基斯坦、菲律賓、新加坡、錫里蘭卡、台灣、泰國、越南。

如今每年舉行一次的APAA國際理事會及每兩年舉行一次的APAA總會會員大會已成為全世界智慧財產權業界盛事之一。APAA除了已成為WIPO（世界智慧財產權組織）所承認的機構之一以外，並被公認是亞洲重要的智慧財產權代理人組織。 The Asian Patent Attorneys Association (”APAA”) is a non-governmental organisation dedicated to promoting and enhancing intellectual property protection in the Asian region (including Australia and New Zealand).

Established in December 1969, membership of APAA is open to individuals practising the profession of patent attorney in the Asian region as well as organisations which comprise such individuals and are constituted in the Asian region. The association now has about 2,500 members from 21 Recognised Groups in Australia, Bangladesh, Cambodia, Hong Kong, India, Indonesia, Japan, Korea, Laos, Macau, Malaysia, Myanmar, Nepal, New Zealand, Pakistan, Philippines, Singapore, Sri Lanka, Taiwan, Thailand and Vietnam as well as from Bhutan, Brunei, Laos, and Mongolia.

The members include some of Asia’s leading practitioners of intellectual property law. They meet annually at a Council meeting and biannually at a General Assembly at a location within the Asian Region to, amongst others, network and exchange views and information concerning intellectual property protection in the Region.

With its large pool of members and expertise. APAA is well placed to play an influential role in promoting and enhancing intellectual property protection in the Asian Region.

2023.12.6. APAA Taiwan 研討會–「AI與智慧財產權國際研討會」

「亞洲專利代理人協會台灣總會」（以下簡稱「本會」）成立於民國60年7月10日，以促進我國智慧財產權專業人士之國際交流、協助推展並加強保護我國之智慧財產權為宗旨。今年本會與國家科學及技術委員會台灣AI卓越中心等單位，於12月6日假國立臺灣大學法律學院霖澤館一樓國際會議廳，共同舉辦2023年「AI與智慧財產權國際研討會」，並邀請人工智慧相關領域之專家，就各技術領域之商業應用、立法趨勢，及相關智慧財產權議題進行廣泛交流與討論，期能進一步提升及促進我國AI相關產業智慧財產權之保護及國際競爭力。

本次研討會由APAA台灣總會何愛文理事長開幕致詞，並邀請司法院憲法法庭謝銘洋大法官、智慧財產及商業法院陳駿壁院長、國科會台灣AI卓越中心蔡志宏總召集人及經濟部智慧財產局李淑美副局長親臨現場擔任致詞貴賓，為研討會揭開序幕。

上午場次邀請經濟合作暨發展組織(OECD)全球人工智慧合作夥伴關係 (GPAI) AI專家成員Dr. Lee Tiedrich 教授以「Patents and Other IP in an AI-Driven World」進行主題演講，演講後進行「AI與智財相關規範趨勢座談會」，邀請國立政治大學法律學系沈宗倫教授主持，國立中興大學法律學系王敏銓教授、中央研究院法律學研究所陳舜伶副研究員、國立台灣大學法律學系李素華教授與智慧財產及商業法院汪漢卿法官與Dr. Tiedrich座談。

下午第一場則聚焦於「AI相關專利審查實務---從日本與韓國之觀點」，邀請APAA總會前會長Mr. Hirohito KATSUNUMA (Japan)與APAA韓國總會資深副會長Mr. Peter (SungJin) CHUN主講日韓之觀點，由APAA台灣總會賴經臣常務理事主持，並由智慧財產局專利審查二組資訊審查科吳科慶科長，及APAA台灣總會祁明輝常務監事進行與談，討論台、日、韓三國之實務經驗。

此外，本次研討會最後一場邀請Microsoft施立成全球助理法務長主講「生成式AI在產業界之應用」，由APAA台灣總會何愛文理事長主持，Google Taiwan林品瑄法務長、聯發科宿文堂法務長、台灣人工智慧學校蔡明順校務長與資策會科技法律研究所蕭宏宜所長進行與談，對此議題進行廣泛交流與討論。

本次研討會主題豐富，並匯集AI與智慧財產權相關領域之各界代表共襄盛舉。APAA Taiwan盼能藉由本次研討會，結合產、官、學等三方觀點相互激盪，進一步提升及促進我國AI相關產業智慧財產權之保護及國際競爭力，希望我國專利及智慧財產法制於AI時代來臨時穩健發展。
